I am surprised Truman said that... so far as I know, Hiroshima was not a military base, neither was Nagasaki. In fact, according to one theory that says that the bombings were motivated by the aim of testing out the atom bombs, Nagasaki and hiroshima were unbombed-till-then virgin locations - a fact that made them ideal for seeing how much damage they could cause. (in a much - bombed place, you can't tell what damage is attributable to the latest weapon used).
moreover, this statement of caring about civilian rights is clearly a lot of bull coz had America cared what place it was bombing, Nagasaki would not have happened. Y'see the target for that day was a place called Kokura in Kayushu Island. weather conditions made flying thereto difficult, and the bomb was dropped on Nagasaki in stead of turning around and getting the location right.
